Project Overview
 

Broad portfolio of projects, including: multisectoral project in an acute emergency in Darfur; PHC Clinic in established IDP camp outside Khartoum (long term relief); cross-line PHC rehabilitation project in South Kordofan.

Main Responsibilities
 

To facilitate the objectives of the North Sudan programme, by meeting the logistics requirements (including management of supply chain, vehicles and assets) of all Medair projects, in a timely, efficient and accurate manner, while also meeting relevant information, reporting and accountability requirements.

Key Activity Areas
 

Logistics Management


·         Supply Chain Management: Management of necessary supply chain to ensure all Medair field projects receive required supplies and equipment accurately, on time, in budget and to required quality (including ordering nationally or internationally; importation; warehousing; and transport to field locations), while meeting relevant information needs and reporting and accountability requirements.


·         Vehicle Management: Management of fleet of 25+ vehicles, to ensure optimum fleet availability, usage and accountability (including: vehicle procurement, scheduling, maintenance, replacement, and reporting; and driver training, authorisation and supervision).


·         Asset Management: Management of all Medair assets, to ensure optimum availability, usage and accountability in line with guidelines on Medair QM and other relevant best practice.


·         IT & Communications Equipment Management : Management, registration and allocation of IT and communications equipment to ensure optimum availability, usage and accountability


·         Policy and Procedures: Define, monitor and enforce logistics policy, procedures and guidelines across the North Sudan Programme, in order to ensure that all logistics activities meet beneficiary, project, Medair and donor requirements.


·         Base Setup and Maintenance: Manage and supervise proper maintenance of Khartoum office and house(s), to ensure optimum availability of resources and utilities. Support the proper maintenance of existing field bases, and establishment of new ones if required.


·         Support for SDS : Provide logistical support, as required, to the Medair South Sudan program.


Financial / Grant Management


·         Plan and construct logistics budgets.


·         Ensure all logistics expense sheets are completed and delivered in a timely fashion to the finance manager.


Staff Management


·         Ensure that logistics staff are adequately trained and provide opportunities for mentoring and coaching where necessary within budget constraints.


·         Manage national logistical staff in Khartoum in consultation with the Administration Officer.


·         To reflect the vision and values of Medair when interacting with team members and beneficiaries.


Quality Management


·         Promote and use the Medair Quality Manual, ensuring the all standardised formats are used and guidelines followed.


·         To support the improvement and further design of Logistics sectors in the Medair QM, on approved and appropriate practices.


·         Aim to adhere to Sphere standards, HAP principles and other relevant good practice as far as possible within operational constraints.

 
Qualifications
 

·         Relevant higher level qualification or equivalent work experience


·         RedR Logistics Course or equivalent

Experience
 

·         Previous management expertise (project and staff).


·         Solid knowledge and understanding of practical Logistic Procedures 


·         2 years professional experience

Medair standard working requirements for the field


·         Minimum 12 months professional experience in a relevant field


·         Minimum 3 months overseas work experience


·         Minimum time commitment of 1 year


·         Committed Christians and strong adherence to Medair values


·         Strong English communication skills (oral and written)


·         Familiar with Office Word, Excel, PowerPoint and Outlook


·         Able to live and work with a multicultural team under difficult conditions


·         Strong character traits, including emotional stability, adaptability, team player, ability to handle stress, cultural and gender sensitivity, honesty, and accountability


·         Single or married – without children, no dependent children


·         Aged greater than 25, physically fit and motivated by a spirit of service


·         Successful completion of Medair Relief/Rehabilitation Orientation Course (ROC)

Special Working Conditions
 

The staff member will be based in Khartoum, as part of a team of approximately 8 international staff. Living standards are reasonably good and currently the security situation is very good (in fact much better than in most African capital cities) but this can change rapidly. It may be necessary to work in other locations in Sudan on occasions, depending on project needs and circumstances. Such locations may have different facilities and security conditions than those described here.
