Project Overview
 

The Logistics department at HQ provides a range of logistic services to the field that include: a direct procurement service to the country programmes; and the provision of knowledge, expertise and training in the defined areas of responsibility of procurement, inventory, equipment, fleet, facilities, travel and transport. The Logistics department also works closely with other internal departments at HQ, primarily Programmes, Finance, HR and Sector advisors.

Main Responsibilities
 

Responsible for identifying, developing and implementing improvements in logistics processes, policies and procedures, to optimise logistics support to field operations and HQ functions. Contribute to the development and support of new / existing logistics IT applications, and training to logistics staff both at HQ and in the field, in order to strengthen both the logistics capacity and professional development within Medair.

Key Activity Areas
 

Process improvement and development


·         Assess and identify areas for standardisation and develop guidance towards lean processes, ensuring effective and efficient logistics processes; identify and develop comparable key indicators to assess performance between countries and locations.


·         Carry out field visits and assess adherence to logistics procedures; identify possible areas for improvement; develop and implement changed and new procedures where needed.


·         Build up and maintain a knowledge database; provide training and support material on processes in procurement, warehouse and inventory management, and other logistic topics where applicable, but not including technical expertise.


·         Knowledge sharing: make sure that information is available and easily accessible by logistics staff; communicate on new developments and tools using available IT tools as much as possible.


Logistics support


·         Assist in initial logistics set up for new locations and country programmes, emergency response and assessments.


·         Available for short term field assignments to work alongside field logistics staff aimed at process improvement, strengthening of local capacity and implementation of logistics procedures.


Training


·         Development, implementation, training and support in logistics procedures and IT applications.


·         Preparation of staff for field assignments, development of standardised job profiles and training levels for logistic staff.


·         Raise feedback on training needs and experiences.


·         Develop internal training programme for logistics staff in cooperation with the HR department and Technical Logistics Officer.


Functional IT support


·         Support HQ and field staff on the use of logistic IT applications, either back or front office applications used to support logistic processes, e.g. MSF supply website, supplier’s catalogues, etc.


·         Participate in development and implementation of working procedures in new computer software for logistics; organize and participate in user testing, training and support.


·         Develop and update training material, initiate improvement proposals.


·         Participate in roll outs, and after go-live, support in the functional logistics area.


Other


·         Support and assist the general work and administration of the Logistic department (data and knowledge management, filing, archiving).


·         Develop, implement and support both HQ and field staff in logistics working procedures, initiate improvement proposals.


·         Cover for other Logistics team members when absent.

 
Qualifications
 

·         Professional qualification in logistics


·         Specialised qualification in humanitarian, emergency, medical logistics desirable

Experience
 

·         2-3 years previous experience in humanitarian logistics


·         Project management experience


·         Experience in developing policies and procedures


·         Experience in project set up and organisation

Specific Skills and Attributes
 

·         Able to prioritize, adhere to deadlines


·         Enthusiastic, energetic, systematic, organised, pragmatic


·         Autonomous, independent but with good team attitude, enjoys problem solving, self motivator, initiator


·         French or other languages are an asset

Special Working Conditions
 

·         Swiss or EU citizens, or those with a valid work permit for Switzerland, are eligible to apply.


·         Applicants must be available to travel overseas on short notice and under basic conditions for 3 - 8 weeks per year.


·         The Logistics Support Officer must be flexible to assist other Logistics Officers, departments or sectors if so required.
